Stop! 2m is too small and can damage the multi-meter!
You can use 20m/10A - but put the probe in the other hole as on picture (where is a label 10A).

I have tried that as well with two different multimeters and get no reading

sorted it getting a reading of 0.53 A

OK, you can try another measuring - it's not scientific, but in practice is used sometimes:
Remove the power adapter, set the multi-meter to measure resistance (2k) and measure again at IC10 (or IC11) - i.e. black probe to black arrow and red probe to red arrow - warning again do this with UNPOWERED Oric.
Speaking from memory you should read ~200-250 Ohms which is normal for working board.
If you get lower value than 100 Ohms - this indicates fried chip !
EDIT: ~0.53A is good but try to measure the resistance too.

I guess this might not be funny for the owner, or maybe yes. But I can tell you that I am following this with a lot of interest, as a puzzle or some kind of mystery TV series

From your first post:
What means 'nothing' here? If you attach a monitor, is anything displayed on it?... so plugged my power supply into it and nothing

I have a working oric 1 that tunes in fine this one you get nothing at all does not even try to tune in.
